More progress on the site: Bootstrap

Just a quick progress update on the slide scanning project. I got Bootstrap up and running on the site completely building everything from source. Even getting all of it building in the Azure pipelines.Now that I have a CSS framework set up I can start get a lot of other stuff working.:-)
